Back in July, Microsoft confirmed that it plans to drop support for Windows phones with the 8 and 8.1 operating systems. The reason behind that is because Skype is moving to a modern infrastructure for a better experience, and Windows Phone platform isn't compatible with it.
This means that around 80% of Windows Phone users won't have access to Skype. All those users have time until "early 2017" to either update their phones to Windows 10, if the update is available, or purchase a new smartphone with Windows 10 Mobile, iOS or Android 4.0.3 operating system.
While support will no longer be available from October 2016, the Skype app on Windows Phone 8 and Windows Phone 8.1 will continue to work (possibly with some limitations) until early 2017, when we finish moving Skype calling to the cloud (see Skype blog).
To run the latest version of Skype for Android (Skype 6.2 and higher), you'll need to have Android OS version 4.0.3 or above. While support for Android OS version 4.0.2 and below will no longer be available from October 2016, the Skype app for these versions will continue to work (possibly with some limitations) until early 2017, when we finish moving Skype calling to the cloud (see Skype blog).
